The solubility of Zirconyl ions in an aqueous is usually considered very low. (see reference below).
Typically a saturated solution is made by stirring the Zirconyl nitrate in boiling or almost boiling water, cooling the solution and then vacuum filtering it through a warm porcelain filter.
